Regarding a question that was raised in a now-deleted thread, he states that poskim differ as to whether the issur of using non-mevushal wine that was handled by a non-religious Jew holds today, since today most non-religious Jews are not mechalelei Shabbos in the true sense of the word but rather tinkokei sh'nishba'u, so it is questionable.
