Does anyone know when and under what circumstances the Rebbe said that Russian Jewry was like Rashbi in the cave (potur from Mitzvos due to a combination of oness and elevated madrega)?

please make it clear that the Rebbe was referring to Russian Jews under Communism. The last thing we need is to give Russian Jews who are now free another excuse for all kinds of krum behavior while they take advantage of Chabad humanitarian and social services.

yes but resources are limited and there is only so much a shaliach can do for habitual freeloaders who go so far as to badmouth him behind his back (and complain to his face that they are not getting enough help).

I was offering to buy one, not sell one. AFAIK, the buyer is the one forking over the money.
