When Silence is a Sin
The Obligation to Protest and The Obligation to Settle the Entire Land of Israel
http://www.sichosinenglish.org/books/when-silence-is-a-sin/index.html
The advantage of this book over Tauger's book, "Eyes Upon the Land," is that this one quotes the Rebbe's words directly (albeit with explanatory footnotes and brief intros and elaborations)--"divrei ha'rav", whereas Tauger's is a total adaptation--"divrei ha'talmid" (albeit very well done). It's a direct translation of the Hebrew Tza'akas HaMelech.
